Difference between -cua and -qua pronunciation?

Just noticed that the only word in Spanish that I can thing of is Ecuador. The pronunciations I've heard pronounce it with the same round diphthong as English. I'm wondering if I should expect to pronounce words with a -cua with the same vowel sound
