Guys having a subjunctive issue.

I wanna make an expression in the present about something in the past but google is telling me NOPE.

I want to say

Me hace sentir triste que las leyes se pusieran en marcha sin que los campesinos recibieran la libertad.

However google is like se HAYAN puesto

Then it also says I can just say se pusieron …but I thought emotions trigger subjunctive so wtf 🙁
