How is antojarse used in this sentence?

Encajado en las rocas, como si fuera un anfiteatro –por la forma en la que las casas bajan hasta el mar; o suben hacia el cielo, según se mire– la colorida villa de Cudillero (Asturias) se antojó siempre como el escondite perfecto para los piratas.

Is this saying, "Cudillero has always seemed like the perfect hideaway for pirates"?

After poking through the dictionary and some translators, I think I have this right, but it could conceivably also mean Cudillero was desired by pirates, I think. either way, I'm not sure.
